Our HSS (High Speed Steel) Cap Screw Counterbores cut a flat-bottomed cylindrical recess so a socket head cap screw can sit flush with or below the surface of a part. A built-in pilot runs in the existing hole to hold the tool on center. This is a counterbore, not a countersink: a countersink cuts a cone for a flat-head screw, while a counterbore cuts a flat seat for a socket or hex head.
